If the whistle blows at the snap but the defensive player does not stop.
Then proceeds to bring down the back to the point where the back hobbles when he gets up.

I do not mean bump, I mean he hits the back and takes him down to the ground.

Should that be a flag on that defensive player.

If not why not?

I think that will always be a judgement call. Things like noise, and the intensity of the hit (could the defender have pulled up, IF he heard the whistle?). The fact that the ball carrier is injured should NOT have an impact (pardon the pun) on the officials call.

I would have to see video....I mean it could be a judgement call. Think about it..Defensive players are taught to go full speed as soon as the ball snaps, sometimes they can anticipate and get a jump on the snap at the right time. If the whistle blows at the snap, how much time does the Defensive player have to pull up? Also, did the back hear the whitsle and just stand up? or was he moving forward? depends on the situation.
