He's never been considered a potential #1 overall pick. His pro prospects have never been great, but his lackluster performances in the BCS title game, Senior bowl and in front of scouts have caused him to fall further.

if he does get drafted in the later rounds will he even be drafted as a qb or as an "athlete"

He'll get drafted as a QB because he doesn't have the athleticism to play another position. That was one of the great myths surrounding Troy Smith. Just because he put up some rushing numbers, doesn't mean he is a great athlete and his measurables kind of show that. Speed wise, he measured no faster than Ben Roethlisberger and he's kind of middle of the road in this class posting slower speeds that Brady Quinn, Drew Stanton, Trent Edwards, Jared Zabransky, etc.
He has a decent arm and he's mobile enough to help counteract his lack of height, but is a sloppy QB at times and needs some coaching. The same things were said of Vince Young but the difference was that even after winning a NC, Vince still wasn't near his potential. Troy Smith pretty much is. He doesn't have a very high ceiling and he projects as a 3-4 round pick who will likely be a back-up most of his career.
