Okay, so, I was watching the Seahawks vs. Rams game this weekend. The Seahawks drove down and got into field goal range and spiked the ball with 4 seconds to go. However, there was a penalty for illegal formation. The Rams thought they won because of the 10 second run off for a team who makes a penalty within the last 2 minutes but according to the rules there is not a run off for illegal formation so the Seahawks got a 5 yard penalty and made the game winning kick.

So usually we always see teams worried about getting everyone lined up and the play never getting off. In the future, if teams cant get eveyone lined up, regardless of where the rest of the team is on the field, should two players just run up one take the snap and one spike it if there is no runoff but only a 5 yard penalty.

Well, the situation was a glaring hole in the rules of the NFL. If teams were to do what you suggested, there would most likely be someone in motion towards the line of scrimmage which would result in a 10 second run off. The NFL just needs to address this situation and fix it for next year.

i dont like the rule even if its meant to waste time
